Winston is an accomplished business man and consultant and is known as an organizer and communicator in Idaho. Winston grew up on a progressive farming operation in South Central Idaho. The farming operation was vertically integrated with operations in Central Idaho, Eastern Idaho and Western Nebraska. These operations consisted of production, fresh potato packing operations and a transportation division.
In 1999, Winston organized two organizations (Idaho Ag Development Corp and Magic Valley Energy Coalition) and raised in excess of $100,000 for the organizations which focused on renewable fuel issues and projects. In 2004, Winston helped lobby for and obtained the first Intermodal Commerce Authority of its kind in Idaho (S1439) and later helped craft and lobby for H590 which provided a way for Idaho counties to use the Intermodal Authority in a way that provides mutual benefit for private industry, local and state government. Winston continues to work with policy development as well as executive and agency issues, in particular those related to agriculture, renewable energy, commerce, new business and economic development.
In private business, Winston is a principle and managing partner in Asset Management Advisors, a firm that is dedicated to project development and acquisition of businesses that are positioned in good markets with margin and growth potential, but lack certain elements for full realization of that potential. Winston has also served as a director of Tax Express LLC, a company whose primary interest was expanding its retail tax preparation business (primarily franchises) throughout the Northwest.Winston’s education in political science and background in businesses such as renewable energy and agriculture have culminated to create the kind of value that has been very useful to his clients and communities that he has served, helping to forge valuable relationships in Idaho from local government to the highest level of state government. In 2006, Winston served as Congressman Otter’s Gubenatorial Campaign Chairman and Spokesman for Cassia and Minidoka Counties in Southern Idaho. Winston earned an A.A in Economics at the College of Southern Idaho, studied political science at Idaho State University and earned his B.A and M.A. in Organizational Management from Ashford University. Winston was asked in 2007 to serve on Governor Otter’s Renewable Energy Council and continues to serve in this position today.
Currently, Winston is serving on Congressman Mike Simpson's 2014 Re-election Campaign as Co-Chairman of his Finance Committee.
Dennis Keiser, PhD
Dr. Keiser spent nearly 30 years working at the Idaho National Laboratory (INL) before retiring in 1995. His early assignments at INL were associated with design and construction of nuclear reactor and associated facilities. During this time he served in various project and program management capacities. One project in particular was as a project manager on the Loss-of Fluid Test Facility which was a landmark nuclear reactor safety test operation for testing inherent safe guards of nuclear reactors. In this capacity, he helped develop the project management system for design and construction of nuclear facilities at the INL. His last assignment at INL was as manager of the Science and Technology Department, which involved nearly 1,000 scientists and engineers. This organization was responsible for most of the basic and applied research performed at the INL. Included in this research was work on biofuels, especially as it related to conversion of biomass into various forms of energy and co-products such as by coal gasification. This exposure to biofuels research, ultimately led to start up by him and others of a spin-off company called Intrepid Technology and Resources, Inc. (ITR). He became the Chairman and CEO for this company. This company ultimately built and operated anaerobic digestion plants in Idaho converting dairy manure into pipeline quality gas (RNG).
Upon retirement from ITR, he helped start a new company called Northwest Bioventures which was formed primarily to develop projects leading to conversion of animal waste, food processing waste and energy crops into bioenergy and bioproducts. In addition to involvement with Northwest Bioventures, he is also a part- time faculty/research professor with the University of Idaho. As part of his assignment with the University of Idaho, he is associated with the Center for Advanced Energy Studies (CAES), which is an association of the three research universities in Idaho and the Idaho National Laboratory. Research conducted within CAES, is heavily directed at studies on alternative energy. Dr. Keiser teaches classes on Engineering Management which includes topics on project and construction management, Engineering codes and standards, quality and safety, and project planning. Dr. Keiser holds a PhD in Engineering from the University of Idaho.
Chris Inouye, MBA
Chris Inouye is known as a consummate and articulate business professional with in-depth experience in regional, national and international business, including trade, trade relations, and government relations. Specializing in the business management department at Idaho Policy Advisors, Chris brings to bear her business background, which includes finance, accounting, sales, and logistics, including international logistics and value chain optimization.
Chris has a great understanding of the competitive global market drivers that are effecting business and industry and how interdependence among countries in the global economy effect business strategy. Her understanding of the global drivers are paramount to promoting effective interaction between government and business, particularly in today’s global economy. Chris’ understanding of this aspect is of great value to our team and our clients.
Having worked at the forefront of large modern manufacturing and agri-business operations in Idaho, as well as in the political environment, she understands the needs and challenges facing both business and government. In addition to an understanding of local and global business factors, Chris has great relationships with major dairy, business, transportation, and agricultural lobbies in the state of Idaho, additionally; Chris has long lasting relationships with agricultural and dairy industries and advocates throughout the U.S. Her sage understanding of various agricultural markets and her ability to work with people, business, and government has enabled Chris to thrive as a valuable member of the Idaho Policy Advisors team. She is uniquely qualified to understand the practical needs of business and provide structure and input on policy and regulatory issues that provide value to our customers.
Chris holds an associate’s degree in accounting, a bachelor’s degree in Business Administration, and an MBA from the Forbes School of Business, (Ashford) in San Diego, CA. Chris is a member of the Golden Key Honor Society. She also has held a series six investment license and served as a board member of various local organizations, including the hospital foundation and as a regional co-chairman for Idaho Governor C.L. “Butch” Otter.
